About
There are five sections in each application package:

- Scoring criteria
Application questions for each of the six program areas vary slightly. All applications have five parts that cover:
- Eligibility
- Program information
- Service activities
- Budget requested
- Narrative, budget and audit attachments
Questions cover a range of topics, including approaches to racial equity, cultural responsiveness, inclusivity for children with disabilities, program model information, expected program outcomes, organization information and budget justification.

Below are the full application packages for each program area:
Required additional materials
All applicants must submit the following additional materials with their application:
- Annual organization-wide budgets for the current operating fiscal year, and the most recent closed fiscal year that include sources and uses of all funds.
- If the applicant organization is annually audited, a copy of its most recent audited financial statements.
Note: If the applicant is not annually audited, successful applicants will be required to obtain an audit by an independent auditor of the organization’s most recent closed fiscal year and submit it to PCL by Sept. 30, 2026. An independent audit typically costs between $20,000 and $30,000. PCL will reimburse up to $15,000 for the cost of the required audit. See instructions in budget section of the application for including audit cost in the budget. Successful applicants will need to budget for the audit cost within the total grant award received.
Requirements for narrative section
Narrative responses to application questions uploaded in the WebGrants portal in PDF format must conform to the formatting requirements outlined in the applications. Download and use the templates below to enter your narrative responses to the application questions. The templates includes all formatting requirements.
How to apply
Applications will only be accepted through the WebGrants online application portal, and applicants must register for WebGrants by Oct. 21, 2024.

If you need assistance or have questions about registering as a WebGrants user or completing and submitting your application in WebGrants, email info@portlandchildrenslevy.org with “WebGrants” in the subject line. PCL will respond to WebGrants questions and provide assistance as soon as possible.
Application submission and deadline
Submit applications by 11:59 p.m. PST on Nov. 4, 2024. PCL will reject late applications. If you do not receive email confirmation when you submit your application in WebGrants, please contact info@portlandchildrenslevy.org.
If a submitted application is missing required information, PCL will notify the applicant through the WebGrants system. Applicants will have 3 business days to update the application with the required information. If the application is not corrected within 3 business days, the application will be disqualified from consideration.
Assistance and ADA accommodations
Portland Children’s Levy works hard to make the application process as transparent and accessible as possible, and we encourage you to reach out with any questions or requests for assistance or Americans with Disabilities Act (ADA) accommodations. We will have two information sessions on Sept. 19, 1-3 p.m. and Sept. 24, 10 a.m.-noon, and will regularly update a Q&A with questions received.
